Organizational Setting

The Department of Safeguards carries out the IAEA's duties and responsibilities as the world's nuclear inspectorate, supporting global efforts to stop the spread of nuclear weapons. The Office of Safeguards Analytical Services is responsible for the analysis of inspection samples collected in the field. Located about 45 km south of Vienna in Seibersdorf, it includes the Nuclear Material Laboratory, the Environmental Sample Laboratory and the Coordination and Support Section.

Main Purpose

Reporting to the Section Head, the Team Leader leads and manages a team responsible for ensuring the effective and efficient operation of the Office's quality management system, including retention of ISO 9001 certification. The role oversees quality assurance programmes for analyses produced by the Safeguards Analytical Laboratory and the IAEA Network of Analytical Laboratories for Safeguards. The position also leads continuous improvement processes for Laboratory Information Management Systems and laboratory IT infrastructure.

Role

The Team Leader is a manager, technical expert, IT project manager, coordinator and adviser on quality issues associated with analytical services.

Functions / Key Results Expected

  • Lead the work of the Quality Management Team and manage resources to ensure timely and effective service delivery.
  • Plan, coordinate and oversee activities to ensure efficient workflows and productivity.
  • Guide and supervise the quality management system, including external ISO 9001 certification.
  • Guide internal quality assurance and quality control measures at the Safeguards Analytical Laboratories.
  • Plan, design and assess quality assurance measures and laboratory intercomparisons applied to the network of analytical laboratories.
  • Coordinate IAEA and Member State Support Programme tasks supporting the quality assurance programme.
  • Report on the quality of safeguards sample analyses and recommend optimal laboratory utilization.
  • Plan and manage IT projects for LIMS development and laboratory IT infrastructure maintenance.
  • Support departmental quality management initiatives and continuous improvement.

Qualifications, Experience and Language Skills

  • Advanced university degree in analytical chemistry, applied nuclear physics or a related field.
  • First level university degree with two additional years of relevant work experience may be considered.
  • Minimum seven years of experience in technical project and quality management, preferably in the nuclear field.
  • Experience designing, maintaining or auditing quality management systems in a laboratory setting, such as ISO 9001 or ISO 17025.
  • Experience managing, developing and mentoring staff or project teams.
  • Excellent oral and written command of English.

Remuneration

The IAEA offers a tax-free annual net base salary starting at US $84672, a variable post adjustment currently amounting to US $39372, dependency benefits, rental subsidy, education grant, relocation and repatriation expenses, six weeks annual leave, home leave travel, pension plan and health insurance.
